Introduction
Dr. Shekhar has 21 years of experience in industry, research, teaching and consultancy in the area of human resource management, industrial relations and labour laws. In the process to formulate and enact the Unorganised Workers Social Security Act 2008 by the GOI, in various strategic meetings with the Ministry of Employment and Labour - GOI, National Commission for the Enterprises of Unorganised Sector Workers, and the Parliamentary Standing Committee on Labour, he was part and partial at various meetings.
In addition to numerous national level seminar/ workshops, he has organized five major international seminar and conferences. At twenty two occasion outside India (Asia, Europe & USA), Dr. Das has participated as a resource person and moderator and given presentations in international programmes. He has done many national and international collaborative researches in the area of industrial relations, management and labour practices.
He is in the editorial team of few journals as well as in the research panel of few universities and supervising/ guiding Ph. D. scholars.
Qualification and Experience
Ph. D. in Soviet Administration and Management from Jawaharlal Nehru University (JNU) in 1993.
M.Phil. in International Relations from JNU in 1988 (A- or around 73 %)
Double M.A. One in Political Science with Specialisation in Public Administration from University of Delhi in 1986, and second in Employment and Labour Studies with specialization in HRM from the International Institute of Social Studies, The Hague (The Erasmus University, Rotterdam), The Netherlands in 1997 (78%).
Received ICSSR Fellowship for Ph.D. and Netherlands Government Fellowship (NFP) for M.A. in Employment and Labour Studies.
Qualified National Education Test (NET) of the University Grant Commission (UGC), in the subject Labour Welfare/ Industrial Relations and Human Resource Management (1999)

- Participated in the two weeks Refresher on, Globalisation and the Political Economy of Labour, Gender and Social Movement : A Human Rights Perspective, 4-17 December 2002, Bangalore, organized by the Institute of Social Studies, The Hague.
- Participated in the 4th regional training course on migrant workers rights and advocacy in the Asia/Pacific Region 15 - 19 October 2007 in Phnom Penh, Cambodia. This programme was organized by Diplomacy Training Program, Faculty of Law, University of New South Wales Sydney AUSTRALIA and Migrant Forum Asia, Manila, Philippines.
- Participated in the Refresher course on, Globalisation and Labour : New Global Strategies to Organise Work, Impact on Labour and the Reaction of Society, in Colombo, Sri Lanka during 13-25 September 2010. This programme was organized by International Institute of Social Studies, The Hague, of the Erasmus University of Rotterdam. In this programme presented two research papers each on, Indian Automobile Industry in the Age of Globalisation : A Case of Employment and Industrial Relations dynamics in Toyota Kriloskar India, and Employment issues in Voluntary Sector: Opportunity and Challenges for Disabled persons.
F) National Training Programs:
Organised and conducted numerous Trade Union Development Programme in different cities in India as routine responsibilities in previous employments with National Centre for Labour, and Centre for Education & Communication. Invariably these training programmes were collaborated and supported by Ministry of Labour and its concerned agencies, ILO and other foreign institutions.
Organized and conducted Faculty Development Programme on Teaching Methods, supported by AICTE.
As a part of volunteerism and hobby, have been organizing and conducting numerous Youth Training and Motivation Camps in different parts in India for the last 25 years.
